Univ emphasizes on women’s rights, dignity and wellness

The monologue presentation that portrays domestic violence  creates awareness on child and women’s welfare.

In observance  of the 2018 International Women’s Day Celebration on March 8, 2018, the university gave emphasis on the rights, dignity and wellness of women.

Health check-ups (FBS, BP exam, breast examination, and laboratory tests) and reflex services were conducted to highlight the wellness of women.

On the protection of women’s rights, the Gender and Development program organized a presentation that detailed the school’s campaign on violence against women. A monologue presentation that portrays domestic violence was presented to create awareness on child and women’s welfare.

Male faculty members, staff and students rendered a dance number that entertained their female counterparts. There were also musical renditions by some students and the university band to honor female faculty members, administrative staff and students.

Through a video presentation, the key university officials acknowledged the role of women and inspired them to continue in serving the academe and the society.

Other activities included games for the students, photo booth for women and products presentation  of companies that promote women’s well-being.

Students, faculty and staff of ISAT U campuses joined the nationwide information caravan for Republic Act 10931 (RA 10931) or the Universal Access to Quality Tertiary Education Act at the Iloilo Convention Center on April 11, 2018.

The information caravan was organized by the Commission on Higher Education and the United Student Financial Assistance System for Tertiary Education (UniFAST) to orient higher education institutions of Region VI on the implementing rules and regulations (IRR) of RA 10931.

Dr. J. Prospero E. De Vera III, CHEd Officer -in-Charge and Atty. Carmelita Yadao-Sison, CHEd OIC Executive Director IV, spearheaded the information campaign.  Among the important matters discussed were the scope of the free tuition fees, retention and admission policies, return service system (RTS) and the tertiary education subsidy (TES) which was also expanded to private colleges and universities..

Referring to the admission and retention policies,  Dr. De Vera reminded all state colleges and universities (SUCs) to level up.  Fair and equitable admission and academic requirements should be imposed.

He also clarified that RTS should depend on the needs of the SUCs and suggested to utilize the school’s extension services in conducting the affirmative action programs.. The commissioner, likewise, called on the students to be serious in their studies.

Commissioner De Vera reiterated his statement on universal free higher education during his listening visit in ISAT U campuses last August 2017, “wala pang maunlad (na bansa) sa buong mundo ang sumubok nito . . .tayo pa lamang.”

The commissioner also urged all stakeholders, implementers and beneficiaries to work hand in hand for the success of the program, “ magtagumpay tayo kung tayo ay magtulungan, “ he said.

The implementation of the 8-billion pesos Free Tuition Policy 2017 which was undertaken prior to the approval of RA 10931 was also reviewed. Ms. Marife Lou I. Bacate, UniFAST Technical Assistant for Macro-Human Resource Development, pointed out that there were 888, 799 recipients of Free Tuition Policy 2017 from 112 SUCs and 78 local universities and colleges (LUCs) for Academic Year 2017-2018.

Given the opportunity to report on the status of billing for the program, Dr. Raul F. Muyong shared that ISAT U was the first SUC in Western Visayas that complied with the requirements and received the reimbursements for the second semester in the amount of  25 million pesos.

ESD reaps awards in PAEPI-GLOBAL confab

The  Extension Services Division (ESD) of the university garnered numerous awards in the paper presentation of completed extension projects during the 5th International Philippine Association of Extension Program Implementers, Inc. (PAEPI-GLOBAL) Convention held at De La Salle University, Manila on February 24, 2018.

Dr. Corazon C. Corbal,  Dean of the College of Engineering and Architecture (CEA)  and Prof. Adrienne D. Veloso, Head of the Extension Services Division,  took the Best in Paper Presentation Award for the study “Effects of Busog, Lusog, Talino (BLT) School Feeding Program on Pupils’ Nutritional Status, Attendance and Academic Performance: Basis for Sustaining Collaboration.” 

On the other hand, the project Improving School Achievement Through Unlimited Power Provision in the Island Schools (ISAT U PPIS) collared the Best in Paper Content Award. ISAT U PPIS is an extension project of the CEA  that provides solar powered lamps to households in island-barangays in the Municipalities of Concepcion and Ajuy, Iloilo. Dr. Corbal and Engr. Jomar A. Dador, CEA Extension Coordinator,  presented  the project.

Meanwhile, the study Enabling Technology: Its Impact in Delivery of Lessons in the Classroom presented by Dr. Andres Ortega and Prof. Christine Jamela Valsado, extension coordinators of the College of Arts and Sciences and Computer Department respectively, was one of the finalists in the competition.

ISAT U upgrades internet connection, communication facilities

The Iloilo Science and Technology University (ISAT U) and the Philippine Long Distance Telephone (PLDT) Company entered into an 18-million peso contract for the upgrading of the university’s internet connection and communication facilities. The upgrading will provide easier and faster access to the internet and efficient inter-office communications lines.

The five-year contract includes the installation of fiber optic backbone, the upgrade of the whole network infrastructure of the main campus, installation of the Internet Protocol-Private Branch Exchange (IP-IBX) and structured cabling for the internet.

According to Engr. Reynard Chu, Information Technology Officer I, part of the contract is for upgrading of the old copper-based UTP (unshielded twisted pair) main cables to fiber optics backbones. “The existing UTP cable is more than 25 years old and there is a need for an upgrade. The fiber optics will further accommodate wider band width considering the present and future expansion in the main campus and the new site.” Engr. Chu said.

The project will also bolster the inter-office communication facilities through the installation of an IP-IBX system. It brings with it many benefits and opens up possibilities, and the development of extensions and trunks, and other complex functions such as ring groups, digital receptionists, queues, voicemail and reporting.

Included in the contract are the subscription in the ISDN (Integrated Services Digital Network) and the increase in internet subscription from 10 MBPS to 20 MBPS for the next five years.

The ISDN is a modern set of communication system for simultaneous digital transmission of voice, video and other network services. ISDN is far advanced over the traditional circuits of the public switched telephone network. The system could provide up to 30 trunk lines.

The upgrades will strengthen the school’s computer program, help the students in their assignments and research works, hasten transactions and provide dynamic communication among the offices.

Univ pushes for sustainable, renewable energy promotion

An Institutional Sustainability and Adaptability through Technologies Utilization (ISAT U) Program  was created for  promotion of the Sustainable Development Goals (SDG) in the university particularly on renewable energy and resource management.

Dr. Nehema K. Misola, Vice President for External Affairs, spearheaded the initiative as part of her output in Community Engagement Workshop in Centre Des Congres de la Gespesie at Carleton Sur Mer and study visit on Education for Sustainable Development at the University of Waterloo-Waterloo Institute of Sustainable Energy, Waterloo, Canada.

With the support from the Office of the Vice President for Research and Extension (VPRE) and the Planning, Development and Auxiliary Services (PDAS) Office, a number of university professors were tapped to conduct researches, develop projects and make recommendations relative to climate action and UNESCO-UNEVOC greening TVET institutions initiatives.

The five areas of ISAT U program with corresponding project components are the Energy Management Systems, Renewable Energy, Water Demand Management Program and the Greening and Climate Resiliency Advocacy, and Advocacy Campaign and Curriculum Development.

The group headed by Dr. Roger P. Balderas will frame The Energy Management Systems program.  It seeks to utilize and maintain effective use of energy throughout the institution, reduce energy costs/wastes without sacrificing the school’s entire operation and ensure reliable, efficient and safe power system.

The Water Demand Management Program is undertaken by Engr. Rewil R. Tornalejo and his group. It proposes the ISAT U Institutional Water Audit Project that will establish a baseline data and other critical information requirements for institutional water demand requirements.  Specifically, it promotes water demand management as a response to water shortage and climate change, develop water impounding systems, increase water security using sustainable and resilient approaches/ innovation and integrate water demand management principles into the plumbing code for old and new structures compliant to Green Building Code.

The researchers for Renewable Energy led by Dr. Renerio S. Mucas are working on a project model:  Design and Installation of a Tie Grid Solar Power System to the N-Building. The project is designed not only for school’s consumption but also for income generation.  The group targets to develop a system that will sell sun-generated power to local power service provider in case of excess in the supply for the school facility.

On the other hand, the group of Prof. Rossana R. Dureza that works on Greening and Climate Resiliency Advocacy proposes a Hydrologic Study: Basis for Water Management and Flood Hazard Mitigation and Adaptation. The study aims to identify natural source of water at the university site and the surrounding communities, assess flooding due to precipitation and propose water impounding and water catchment facilities.

 

ISAT U, DILG sign MOA for CSIS

A Memorandum of Agreement to conduct the 2018 Citizen Satisfaction Index System (CSIS) was entered into by ISAT U and the Department of the Interior and Local Government (DILG) on March 7, 2018 at the Conference Room of the office of the University President.

As DILG’s feedback tool, CSIS is a set of data tools designed to collect and generate relevant citizens’ feedback on local government’s service delivery performance and on the citizens’ general satisfaction.  According to  Atty. Anthony C. Nuyda, Regional Director, DILG RO6,  CSIS is used to check from the people if the local government unit delivers its services and it promotes transparency as well.

Pursuant to Memorandum Circular 2018-164, the DILG will conduct the CSIS to 35 municipalities nationwide for year 2018. Four municipalities were chosen in Region VI, one each for the Provinces of Iloilo, Aklan, Capiz and Antique.

Under the agreement, Iloilo Science and Technology University through the Research and Extension Services will conduct the survey, present result and make recommendations for the improvement of services of the local government unit subject to CSIS in Iloilo Province, in this case the Municipality of Dumangas.

ILDO, Guidance Office hold Career Education and Job Fair

The ISAT U Industry, Linkages and Development Office (ILDO) and the Guidance Office  held a Career Education Program and Job Fair for graduating students of the different ISAT U campuses at the Multi-purpose Gym on February 27, 2018.

Dr. Nemia H. Mabaquiao, Director for National and International Affairs, laid down the objectives of the activity. “This is an opportunity for students to get better orientation from various companies to better understand the needs and future development in the workplace. You will be guided in making smart choices as you move forward to the work life.”

Emphasizing that quality education prepared them for employment, Dr. Raul F. Muyong reminded students to stay competitive by equipping themselves not only with hard skills but also with soft skills. Hard skills give them opportunity to be employed and soft skills which include good human relations, communications and leadership and the attitude of being a team worker keep them employed. As to their career path, the university president  steered the minds of the students by quoting the line of the song, “Do you know where you’re going to?”

The career talk and job fair open the opportunities for students to learn the different aspects of the job world.

The guest speakers for the career education were Mr. Danny S. Leonor and Mr. Jean Lito Isapol from the Philippine Statistics Authority and Ms. Glenn Mar C. Padios, DOLE Labor Employment Officer III. Mr. Leonor and Mr. Isapol explained the implications to job applications of common errors in the Civil Registry and its remedies as well. The trend in the demand in the job market was also discussed. Mrs. Padios, on the other hand, talked and gave tips on pre-employment, during employment, post- employment stage and the entrepreneurial engagement of a worker. She likewise emphasized on the rights and privileges of a worker and the responsibilities and obligations of an employer.

Thirteen companies including the Philippine Coast Guard and the Bureau of Fire Protection gave orientation on their company’s profile, services and the compensation package they offer.

Dr. Remia L. Doctora, ILDO/PESO Director, said that her office plans more career education fora in the future. “We will spend more time to educate the graduating class to make them prepare as they step out of the university.” Seeing the current plight of Overseas Flipino Workers (OFWs), she mentioned of inviting the Overseas Workers Welfare Administration (OWWA). “The students’ skills should be complemented with awareness of their protection when they work abroad, “ Doctora added.

ISAT U engages in SEAMEO SEA Teacher Program

Iloilo Science and Technology University (ISAT U) sent three fourth year education students to Thailand for their practicum under the Southeast Asian Minister of Education Organization (SEAMEO) Pre-Service Student Teacher Exchange in Southeast Asia (SEA Teacher) Program.

Sent to Thailand as pre service exchange student teachers were Ma. Sheila Glenda F. Ramos  (BEED) , Yvonne Panghari (BEED)  and Kesser John S. Sibonga (BSE, Physical Science).

Ramos and Panghari conducted their teaching experiences at Changrai Rajabhat University and Valaya Alongkorn Rajabhat University from Jan. 22 to Feb. 20, 2018.  Sibonga, on the other hand, trained at Buriram Rajabhat  University from  Jan. 29 to Feb. 27, 2018.

Per agreement signed for the exchange of pre-service student teachers under the Southeast Asia Pre-Service Student Teacher Exchange Program of the Southeast Asian Ministers of Education Organization (SEAMEO), ISAT U hosted  three Indonesian students  and  one Thai for their teaching experiences.

The Indonesians were Jeng Anggi Priyatni and Uswatun Hasanah from Tanjungpura University and are taking up Faculty in Teacher Training and Education major in English. Yohana Nenes Talia, another Indonesian from Lambung Mangkurat University (UNLAM), Pontianak City, West Borneo, is taking up Primary Teacher Education. Jeng Anggi and Hassana were assigned at the Laboratory School while Yohana  at Graciano Lopez Jaena Elementary School.

On the other hand, Nutthapong Yodboonheang, who is from Thailand and  taking up Faculty of Education Major in Science Education (Chemistry) at Khon Kaen University, conducted his pre-service training at the Laboratory School from Feb. 1 to 28, 2018.

Aside from classroom activities, the exchange students were also exposed to different activities like the Dinagyang Festival and Salakayan Festival in Miagao and were tripped to different tourist and historic spots of Iloilo and Guimaras.

The SEA Teacher Project or the “PreService Student Teacher Exchange in Southeast Asia” aims to provide opportunities for pre-service student teachers whose major are mainly in English, math, science and pre-school to conduct their practicum  in other Southeast Asian countries for one month.

Student-admin dialogue conducted

University key officials answer questions and clarifies issues raised by the students.

A dialogue between the students and university key  officials focusing on academic concerns and school facilities was held on January 24, 2018.

Among the major concerns raised were the implementation of the Pre-Service Student Teacher Exchange in Southeast Asia (SEA Teacher Project), the pre- graduation and post-graduation activities, compliance of graduation requirements, the school facilities and the problems of on-the-job training. The students also raised some concerns and recommendations for the improvement of school services.

The insufficient time to comply with the 900 hours requirement for on-the-job training was raised. It was pointed out that students have to spend Saturdays and Sundays and even semestral and Christmas break to cope with the requirements. Dr. Raul F. Muyong explained that the 900 hour requirement is included in the curriculum but made the assurance that it will be considered in the ongoing curriculum review. Dr. Rene L. Celda, CIT Dean, added that some industries do not allow overtime and Saturday and Sunday duty for OJTs. Prof. Pedro H. Fontonalgo noticed that the late enrolment of applicants results to late engagement in OJT. He advised students to realign their value system and attitude; return on time and enroll on time.

The qualifications for the SEA Teacher Project were also clarified. Dr. John Eric V. Juaneza, COE Dean, explained that applicants should not only bank on monetary requirements but should also develop pedagogical skills, must be competitive, and must focus on academics aspects to satisfy the counterpart. The applicants must also have a good behavior for the past three years. Dr. Muyong justified that the program was implemented in the second semester thereby giving opportunity only to students enrolled in that period. He added that candidates should be academically prepared, passed the series of interviews conducted by SEAMEO, academically proficient and physically and emotionally stable.

On the question of stopping the enrolment for BS Marine Engineering (BSMarE) program, Dr. Muyong explained that the compliance for shipboard training (SBT) requirement was not met and in fact, no SUCs in Western Visayas was allowed to offer the program. However, an application for reopening of the BSMarE will be made soon and the school will find ships qualified for SBT. A student suggested that in case the program is reinstated, a Shipboarding Officer should not have a teaching load to give him time to focus as Ship Board Training Officer.

The students appealed for voluntary contributions on students’ activities. Dr. Alejo P. Biton, CAS Dean, made clear that contributions and the mode of payment of students’ organizations and activities were products of the members’ consensual agreement and the administration has nothing to do with it for as long as it is non-violative. Dr. John Eric V. Juaneza, COE Dean, added that the performance of students’ activities must be supported with the minutes of the meeting and resolution  and submitted to the office of the college dean.

Dr. Asucena Asuncion E. Echaverria, Director of the Student Services, was also inclined to permit the conduct of JS Prom, Graduation Ball and other personality development programs for it promote social and personal growth. She, however, emphasized that such activities should complement satisfactory academic endeavors and that they just have to be be prudent on expenses.

The issue of changing the posted official class schedule was also raised. Dr. Biton answered that there are factors to be considered like conflict between teachers work schedule. In such case, all involved and affected will be informed the soonest.

On the query of whether there are requirements or qualifying exam for moving up from third year to fourth year, Dr. Muyong clarified that retention policies are not yet included in the policy manual but he emphasized that the students must do their best in their studies.

The BS Mechanical Engineering students asked if the school could provide additional equipment and facility for their training since they are paying laboratory fees. Dr. Russ Allen B. Napud, Director for Planning, Development and Auxiliary Services (PDAS), explained that the amount they are paying could not cope with the cost of the laboratory equipment needed. However, the school is gradually securing the facilities for the program. The Computer Department is now in the process of converting some lecture rooms into laboratory rooms and of setting up of computer units which just arrived in the second semester of the school year.

Dr. Muyong enumerated projects and plans to address the students’ needs. He started with the procurement of a 60-seater school bus through the school’s Integrated Income Resource Generation Program. The 5-million pesos vehicle will be used for the students’ activities.

The newly-created Public Information and Publication Office is also on the process of assessment of its facilities to improve the hardware components of the public address system.

For easier processing of transactions, a student service center worth 20 million pesos will be constructed at the new site later this year. The 4-storey building will be a one-stop-shop center for admission to graduation transactions.

The university president also underlined the on-going construction of the access road that will connect the two campuses and the 40-million pesos library. “The state of the art library would include a cafeteria and will provide more space . . . this is not a traditional library,” said Dr. Muyong.

He also disclosed that on the February 9, 2018 budget consultation, the proposal for the construction of a 100-million pesos covered sports and wellness facility will be included. This will house a dance studio that could be a venue for national competitions and a sports facility that can house a PBA game.

The students and the computer laboratories will soon enjoy faster internet connectivity. According to Dr. Muyong, the Board of Regents has already approved to go on with the installation of fiber optics facility for the internet connection.

The RFID (radio frequency ID) will be implemented both for the students and for the faculty and staff. The system will be used for time tracking of the RFID holder coming in and going out of the campus.

The university president also discussed the Access to Free Higher Education Act. He emphasized that for the next school year tighter admission and retention policy will be implemented, “Not everybody who took the exam will be taken in but only the best students. . .we will just meet the quota per program. We will go for quality, not quantity.”

Other issues aired that will be given attention in the next Administrative Council Meeting were the request of the laboratory school for the inclusion in no uniform day every wash day, the improvement in the services of the university cafeteria, and the expansion and medical supplies of the university clinic.

ISAT U, DILG ink MOA for WeV-iWaSH Hubs

The Iloilo Science and Technology University and the Department of the Interior and Local Government (DILG) signed an agreement as Partner-Implementers in the implementation of the Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG), Assistance to Disadvantaged Municipalities (ADM), and other Water and Sanitation Governance Programs under the Western Visayas Integrated Safe Water, Sanitation and Hygiene (WeV-iWaSH) Hub.

As stipulated in the Philippine Development Plan and Philippine Development Forum, the DILG is the lead agency for the capacity of development of participating municipalities of the above-mentioned programs.

The Memorandum of Agreement was signed by Dr. Raul F. Muyong, ISAT U President and Atty. Anthony C. Nuyda, Regional Director, DILG RO 6 on August 29, 2017. Stated in the agreement, the school through its mandates for research and development and extension services that are expected to benefit local communities will provide assistance and collaboration to achieve the objectives of WeV-iWaSH Hub.

The establishment of  WeV-iWaSH Hub for Capacity Development enables target municipalities with waterless barangays to access the basic water related services during the period 2017-2022. The participating institutions of the regional hub provides expertise, knowledge and information on iWaSH governance and extends guidance and motivation to the participating municipalities on how to avail iWaSH services. It also empowers and capacitates stakeholders by providing pool of trainers, and through trainings and alternative learning approaches to acquire, manage and sustain facilities for water and sanitation. It also provides assistance in the monitoring and evaluating the performance and in documentation of good practices of iWaSH in the participating municipalities. The partner-implementers will likewise develop Capacity Development Programs, and Business Plan for the sustainability of the Regional iWaSH Hub.

Through the Research and Services Division, ISAT U assisted the DILG in implementing the program in the municipalities of Mambusao and Pilar in the Province of Capiz.
