Dr. Muyong presents ISAT U 2016 accomplishments, 2017 targets and 2018 outlooks

General Administration and Support Services

In the main campus, Dr. Muyong reported that 20 million was already exhausted in 2016 for the Phase I construction of the Research Hub. An additional 25 million pesos for the Phase II of the construction is included in the 2017 target. The 60 million Research Hub is the landmark for ISAT U research development activities. The Science and Technology Building or N Building was allocated 24 million pesos for 2017 budget for the second phase of the construction. Dr. Muyong said that upon its completion,  the building will be used for the Teachers Education program and the building that will be vacated by the College of Education will be used by the College of Arts and Sciences. This is to establish a facility or structure for every colleges. The students applauded when it was announced that classrooms in the N Building will be equipped with a built-in projector.

For the external campuses, the 16 million pesos budget from the Senate was used to construct the academic building in Dumangas Campus and the Barotac Nuevo Campus.  For Leon Campus, the phase II rehabilitation of library and the two-classroom one storey buiding in Miag-ao campus.

Other facilities completed in 2016 was the motorcycle pavement park at the New Site, renovation of the Science faculty room, repair perimeter fence, students’ promenade and the bench on the ICT covered walkway.

Dr. Muyong presented to the stakeholders the Government Quality Management Committee award given to ISAT U for being ISO 9001:2008 compliant in education services including academic program and general administration.

Included in the target for 2017 is the 15 million pesos access road intended to connect the two campuses. A bursts of applause followed after Dr. Muyong emphasized that the perennial problems of flood will be solved.

The phase I of the construction of the University new multi-purpose gym is scheduled for 2017. The 5 million pesos facility for all physical education activities will be constructed away from the classrooms to avoid disturbance of the on-going classes.

The completion of the HRT building in Miag-ao campus is also included in the priority list. Seven million of the 10 million budget is allocated  for the structure’s completion. Dr. Muyong explained that the facility will feature a conference hall at the third floor, rooms for accommodation in the second floor and a laboratory for the HRT program in the ground floor. A fitness gym that will be put up in the school open field will be started this year with an allocation of 1.5 million pesos.

Other priorities for 2017 are the 3.5 million pesos budget for the completion of the HRT Laboratory in Dumangas; 8 million pesos Industrial Technology Building and a 1.5 million pesos budget for the purchase of official vehicle of Barotac Nuevo campus; and a 1 million pesos allocation for a risk reduction vehicle for Leon campus.

The outlook for 2018 includes the completion of the Technology and Livelihood Education Building at the La Paz Campus and the Multi-purpose Gym at the La Paz and Miag-ao Campuses; construction of a three-storey technology building in Miag-ao Campus to accommodate more enrollees and new administration building at Dumangas Campus.

Auxiliary Services

For the auxiliary services, the repair of comfort rooms for the Marine Engineering and TEB and repair of the Registrar’s Office were accomplished in 2016. Dr. Muyong appealed to the students to be responsible in using the comfort rooms and other facilities.

Among the targets for 2017 is the construction of the University Library and its completion is one of the outlooks for 2018. The Leon campus also targets for the construction of the library in 2017.

The Students Services Center which was initiated and proposed by Dr. Raul F. Muyong is another outlook for 2018. The facility is a one-stop-shop from examination to graduation under one roof to be put up in the New Site. It will house the examination center and all academic services and records for the students. The administration building be rehabilitated to give more working area for the Cashier Department and a reception area for the visitors.

Higher Education

Dr. Muyong stressed that the biggest part of the budget is allocated for higher education. However it is expected that the local income will decrease because there will be no first year students. The proposal of a free tuition for next school year was also included but the guidelines for implementation of the program.

The updates of enrollment was discussed. La Paz Campus has 6,000 enrollees; Miag-ao Campus, 3,061;Barotac Nuevo Campus, 677; Leon, 1,090; and Dumangas Campus, 638. For the graduates, La Paz campus has the highest number followed by Miag-ao, Leon, Dumangas and Barotac Nuevo campus. For the performance of the teacher’s licensure examination, La Paz and Miag-ao campuses’ passing percentage is higher than the national passing percentage. Also included are the Rehabilitation of HVAC Refrigeration Room and the BFAT Laboratory and lecture rooms.

For the Instructional laboratories, ICT equipment across campuses were procured in 2016. For the performance target in 2017, Leon campus has 5 million peso for the land acquisition for demo farm and a 1.5 million pesos for agricultural program equipment.

Outlook for 2017, the Engineering Department is preparing for its application as a Center of Development and the University is preparing for more Centers of Development. All programs will be anchored on the Outcome Based Education and by 2018 all programs will be OBEdized.

Another target is the revisiting of existing programs aligned with CHED, PSG and DepEd K-12 program and the revision of all programs by 2018.  In this connection, Dr. Muyong announced that his appointment as member of the technical working committee for the above-mentioned program  was renewed by CHED for another year.

Civil Engineering, AB Psychology, Bio-Technology and more Science courses are also projected for offering for the next school year upon the completion of their requirements. The university is also considering to offer specialized Physical Education courses like Bachelor in Exercise and Sports Management, major in Fitness and Sports Coaching and major in Fitness and Sports Management.

Dr. Muyong emphasized that interventions will be made to increase the passing percentage and preparation for the institutional accreditation for AACCUP and the programs for Level 4 accreditation.

For the advance program, the outlook is the expansion of curriculum operation in the college and the publication of the Graduate Studies Handbook.

Research Services

The University president presented the rundowns of patents and copyrighted, published research and the researchers who were given by USA-STRIDE some privileged to study abroad. Dr. Ticar is in the US for a six months training sponsored by USA-STRIDE.

A consultation with ISAT U stakeholders and the 2018 budget presentation attended by University Administrative Council, faculty, administrative personnel, members of the Parent, Teacher, Community Association (PTCA), ISAT U alumni and students were held on January 31, 2017 at the EdTech Center.

existence. As to the school administration, this is to give time to report on what has been done and to ask what is to be done for the students. Giving emphasis to the efforts of the present government to provide infrastructure, he asked the students to maintain equipment and the building provided to them. Mr. Javeson also called on the ISAT U administration to go on soul searching for their appropriate role in having a strong and responsive government. He also suggested that the school should carefully study the proposed programs and projects and should be shovel ready- or a linkage between budgeting and planning was set, understand if the proposed budget is higher, lower or equal to the expected output and  consider the school’s absorptive capacity.

Dr. Alejo P. Biton, OIC-CAS, presented the synthesis of the outputs of the stakeholders.  These include  (for the Main Campus) the concern on laboratory and equipment , the need for competent teachers, physical facilities, laboratory facilities in the ICT and CIT, the multi-media equipment, the information transparency, AVR for each colleges, concern on power house for instructional purposes, request for offering a maritime education for senior high school. For Dumangas campus, concern on lack of equipment especially in the HRT program; for Miag-ao campus, rehabilitation of the cooperative, equipment for the architecture program, equipment of TLE; for Barotac Nuevo campus, the renovation of library and science room. It was also recommended that graduate school facilities should be upgraded, extension of classes additional courses for doctoral and master’s degree program. A service vehicle for extension services in the main campus  was also requested.

All other concerns were documented and submitted to the administration for deliberations.

12 qualify in DOST-SEI scholarship

2016jlssTwelve 3rd year college students  qualified as scholars under the 2016 Junior Level Science Scholarship (JLSS) Program of the Department of Science and Technology –Science Education Institute (DOST-SEI) after passing the October 16, 2016 national examination.

The passers under Republic Act 10612 Program are Jeano Claudine G. Balasabas-BS Electrical Engineering, Jessa Marie S. Bernales-BSE Mathematics, John Kayline C. Dejada-BSE Physical Science, Glenn Mark D. Fallera-BSE Physical Science, Randy L. Fenis-BSE Mathematics, Vincent F. Liaver-BSE Biological Science, Francis B. Planto-BS Infromation Technology, Helen Grace E. Sentina-BSE Biological Science, Kesser John S. Sibonga-BSE Physical Science, Shemariah F. Silla BSE Mathematics, and Mark Noel N. Torres. While Lloyd Vincent B. Sagabaen-BS Electrical Engineering is covered under the RA 7687 S&T Scholarship.

The qualifiers will enjoy tuition and other school fees not to exceed Php 10,000 per semester or Php 8,000 per term, textbook and school supplies allowance at Php 10,000 per school year. Those studying outside of their home province will also receive a round trip transportation fare monthly living allowance of Php 5,000 for a 10-11 month duration, group health and accident insurance and additional privilege during summer, if required in the curriculum.

Gelonga reiterated that the scholarship program is part of the department’s strategy to identify and nourish talented Filipino youth in science and technology, who can be the future front liners of a workforce that will bring about more breakthroughs in Philippine Science and Technology scenario.

ISAT U GAD joins campaign to EVAWC

In support to the annual 18-day campaign to End Violence Against Women and their Children (EVAWC), the ISAT U Gender and Development (GAD) program organized a series of activities that simultaneously kicked off with a caravan in all campuses of the ISAT U system on November 25, 2016.

The 4th GAD Hataw to Fight AIDS was part of the campaign and supports the World Aids Day celebration on December 1. Clad in red shirt, students and ISAT U personnel sweated out in the early morning Sumba at the Multi-purpose Educational Center.

A film showing featuring BOSES, a Tagalog indie film, was held to help students visualize the realities of child abuses in a Filipino community.

The GAD Public Forum on VAW was also facilitated to give significance to the campaign’s theme “VAW Free Community Starts with Me.” Dr. Maria Francia M. Laxamana, Department of Health Assistant Secretary on Technical Services, was the resource speaker and emphasized in her message the role of the victims of sexual abuses to help end violence. Dr. Laxamana encouraged the audience not to fear but to come out if they were victims of abuses. The students were also reminded of the effects of social media on their perception towards sexuality. The influence of pornographic sites were found to be one of the causes of sexual violence and pre-marital sex among the youth. RA 9262 or the Anti-violence Against Women and Their Children Act of 2004 and the Reproductive Health Bill were also discussed in the forum.

The GAD quiz bee was organized to create learning experience among the students. Eddie Bert Hechanova, Raichelle Solivio and Derwin Lapating of Barotac Nuevo Campus took home the championship certificate and the P 7, 000 cash prize. The team from Miagao Campus received P4, 000 and certificate as second place winners while the College of Arts and Sciences, Main Campus received certificates and pocketed P 3,000 as  third place winners.

The 18- day campaign ended with the 1st GAD Song Writing Contest. Prof. Emelie A. de la Cruz, ISAT U GAD focal person, said that the students wrote songs inspired by love, respect, end to violence and the importance of gender equality. Diskriminasyon composed by Vincent Carl Elipe, BS Information Technology (Main Campus), bested all other entries and won P 7, 000 cash prize. Respeto at Paggalang sa Mga Kababaihan by Kevin Cloyd Subosa and Dominic Paul Balinsoy, BS Electrical Engineering (Main Campus), won as first runner-up and a cash prize of P 6, 000. Meant to be Loved by Andy Josh Sondia, College of Arts and Sciences (Main Campus),  landed third place and won  P5, 000.

Other entries that received consolation prizes were The Value of Her Beauty (Jan Christian Palma), Set Me Free (Angel Faith Poblacion), Kontra Abuso (Stephen Palabrica), Respeto (BIT- Miagao) and Pagbabago (Glenn P. Sumbanon-BSIT Dumangas).

ISAT U ranks 2nd in SCUAA 2016, dominates men’s events

Iloilo Science and Technology University snared 56 gold, 51 silver, 72 bronze medals and finished 2nd over-all in the 2016 State Colleges and Universities Athletics Association (SCUAA) Regional Games  on December 19-22, 2016 at the Province of Aklan.

The school’s delegation dominated the men’s events with 43 gold, 37 silver and 39 bronze medals and ranked third in the women’s category with 13 golds, 14 silvers and 33 bronzes.

 ISAT U also ruled in contact sports and nailed the championship in arnis (men), karatedo (men and women) and pencak silat (men and women), and took the bronze medals in arnis (women) and boxing (men and women).

Gold medals were also bagged in badminton, lawn tennis and volleyball (men).

Adding to the laurels of the young athletes were silver medals in athletics (women), badminton (women), chess (men), football (men) and beach volleyball (men and women) and bronze medals in basketball (women), sepak takraw (men), swimming (men), lawn tennis (women), table tennis (men and women) and volleyball (women).

The gold medalists in different events will represent the Philippine Association of State Universities and Colleges (PASUC) VI in the SCUAA National Games on February 19-25, 2017 in Batangas City.

The Laboratory High School students shone in the 28th Young Men’s Christian Association (YMCA) National Assembly of High School Students and 21st YMCA National High School Club Advisers Seminar held on December 10-13, 2016 at the Senior Mess Hall Teachers’ Camp, Baguio City.

Mark Angelo Aguado and Carlo Panistante earned the trust of their fellow delegates and were elected as YMCA Marshals.

The students also displayed their excellence in the literary-musical presentation. Aguado and Milisa Joy Jacaba emerged Champion in the Ballroom Dancing. Jacaba also landed in the Third Place of Talentadong “Y” Individual Category contest. Meanwhile, Kenneth John Padernal topped the Essay Writing Contest (Filipino Category).

The delegates continued to reap honors in the 54th National Rizal Youth Leadership Institute (NRYLI) which was held at the same venue on Dec. 14-17 after the YMCA Assembly.

Two participants were given citations for their active participation which enhanced the documentation of the proceedings of the leadership congress. Shiela Muya (Writer/News Editor) and Ruemmel James Sollesta (Cartoonist) were recognized for the on time publishing of The Leader, the NRYLI Publication.  Muya was also one of the Top Ten Finalist in the Lakambini ng YMCA. Another Lab School stand out was Eden Mae Villarete who won third place in the YMCA Recycled Art, and  First Placer in the NRYLI Commission 7 Makabayang SAYAWITAN contest.

Iloilo Science and Technology University (ISAT U) and seven State Universities and Colleges (SUCs) in Region VI compete in the 2016 State Colleges and Universities Athletic Association (SCUAA) Regional Games on December 19-22 at the Province of Aklan.

With sixty (60) university officials and coaches, the two hundred sixty-two (262) athletes vie in the men and women categories of Arnis, Athletics, Badminton, Basketball, Boxing, Chess, Karatedo,Lawn Tennis, Pencak Silat, Swimming, Table Tennis, Tae Kwon Do, Volleyball and Beach Volleyball, football (men) and sepak takraw (men).

The 2016 SCUAA Sports Olympics hosted by Aklan State University (ASU) is also participated in by West Visayas State University (WVSU), University of Antique (UA), Capiz State University (CapSU), Iloilo State College of Fisheries (ISCOF), Guimaras State College (GSC) and Nothern Iloilo Polytechnic State College (NIPSC). The theme for this year’s event is “Strengthening the Spirit of Sports in Public Higher Education Institution.”parade

The sports competition kicked off with a parade around the town of Kalibo on a lightly showered morning of December 19. The opening program followed at the ABL Sports Complex, Kalibo, Aklan and was attended by athletes, tournament officials, and university presidents and officers of member schools of the Philippine Association of State Universities and Colleges  (PASUC) VI. Local government leaders also  graced the event.

Through Atty. Sylvano Sarabia, Kalibo Mayor William S. Lachica sent a message that strongly encouraged the athletes to make the sports competition an opportunity and an experience to develop not only the physical capability but also the well-being of an individual. He further advised not to take losing as a bitter experience but a lesson to develop strength.

In his keynote address, Aklan Lone District Representative Carlito S. Marquez congratulated the PASUC VI for holding the regional sports competition. He emphasized that the sports event is a venue for equality between the rich and the poor. Congressman Marquez pointed out that most students in the State Colleges and Universities (SUCs) come from poor families. He, however, stressed that poverty is not a hindrance to excel. He exemplified himself and other achievers who defied poverty, never gave up and eventually achieved their goals.

Coaches, tournament officials and officers of different institutions of PASUC VI got a chance to   enjoy each others company on a solidarity meeting and a fellowship night on December 18  at the Aklan State University campus .

Pasiga 2016: A thousand lights that unite

In the middle of a dark ISAT U football field, Dr. Raul F. Muyong was joined by the students, faculty and administrative staff   in the countdown for the switching on of the Pasiga Dos Mil Dyes y Sais. Out of the darkness and under a colorful display of fireworks, emerged a line of huge, shining blue and gold stars neatly arranged on top of the grandstand.tree

The 10-meter giant Christmas Tree wowed the crowed and the colorful burst of lights around the ISAT U campus were simultaneously switched on to the delight of the academic community who stayed late to witness the Pasiga Dos Mil Dyes y Sais. Pasiga which means to light up, changed the homogeneously colored corridors into a multi-colored pathways peppered with dancing, colorful lights that add warmth to the yuletide season.

The switching of the lights at 6:00 in the evening of December 5 was full of fun, symbolism and meaning. It is the second year that the Student Republic organized the Pasiga coinciding with the school celebrating its second Christmas as a university. While waiting for the darkness to come, the students had a great time in competing for the best “hugot” lines and were entertained by different presentations. They also grabbed the chance to sing a song for ISAT U President Dr. Raul F. Muyong as an advance birthday greetings. In his message, Dr. Muyong, underlined the importance of education stressing that the lights that shine in the dark represent the education each student needs in facing the future.

At first glance, it is highly unrecognizable that most of the lanterns were made of recyclable materials. Students from different colleges display their ingenuity and vies to win the Most Recyclable Materials award in using plastic cups, reusable spoons, empty plastic bottles, used cardboard and other materials in making parols and decors.

The reindeer designs at the New Site, the plastic cup chandeliers hanging at the canopy of the administration building, the assorted recycled and ingenious lanterns, the decorated pine trees and the well-embellished and decorated corners assigned to the four colleges are all entries for the Most Attractive Area and People’s Choice Awards.

Though best entries will be chosen but no cash prizes will be given to the winners. Pasiga Dos Mil Dies y Sais is focused on the idea to bring more color and brightness to the Christmas Season and giving chance for the students to display their artistry as well.

In consonance to the theme, ‘A Thousand Lights Unite”, Dr. Raul F. Muyong encouraged everyone to unite in making ISAT U soar to greatness.

One hundred and two (102) local and international researchers attended the first Iloilo Science and Technology University (ISAT U) and the International Center for Technical and Vocational Education and Training (UNEVOC) International Research Conference on Science and Technology  (IRCST) on November 30-December 2, 2016 in Iloilo City.

With the theme, “Fostering Innovative Approaches in Science and Technology Research and Development,” the conference aimed to initiate higher learning through intellectual discourse. It also aimed to provide opportunities to share improved research outputs for professional growth and gain insights through the sharing of industrial wisdom and sectoral technologies aimed at curriculum development. The conference was also a venue for designing specific strategic logic in achieving an improved society through science and technology.

The three-day activity was opened by a keynote address of Dr. Fiorillo B. Abenes, Faculty and Institutional Development Manager, United States Agency for International Development – Science and Technology Research and Innovation and Development (USAID-STRIDE). He discussed the “Innovative Approaches in the Conduct of Science and Technology Research and Development, Intellectual Property Protection USAID and Technology Transfer.”

Two Filipino and two foreign scientists talked in the plenary lectures. Dr. Alumanda M. De La Rosa of the Philippine Nuclear Research Institute lectured on “Nuclear Technology as an Enabling Technology and Innovation.”  Psychometrics and Test Security Consultant Dr. Leonardo S. Sotaridona focused on “Innovations on Psychometrics and Test Security.”

Dr. Hwang Gyu-Hee of the Korean Research Institute for Vocational Education and Training (KTIVET) Center for Global Cooperation, UNEVOC CENTER-Republic of Korea, talked on the “Technical Vocational Education and Training (TVET) Entrepreneurship and Best Practices of the Republic of Korea.“  Anita Widiawati, MPD of the UNEVOC Center of Indonesia, on the other hand, discussed on “Research and Development Work for Curriculum Enhancement in Indonesia.”

The researchers, 22 of whom from ISAT U main campus, shared their researches on the parallel sessions on the second day of the activity. Capping the three-day conference was the tour in the different cultural, science, technology and industrial areas of Iloilo and Guimaras provinces.

“Caffeination” an idea conceptualized by the Research and Extension Services Office was showcased in the conference. It was a ten-minute presentation of ISAT U researches to business group who would benefit from the study. The concept of “caffeination” is an informal presentation of researches or research proposals to potential beneficiaries, fund agencies and stakeholders over a cup of coffee for a short period of time.
