Faculty members attend OBE seminar-workshop

One hundred faculty members coming from the different campuses of Iloilo Science and Technology University (ISAT U) participated in a two-day seminar workshop on Outcomes- Based Education (OBE) conducted on June 4 to 5, 2015.

The seminar-workshop aimed to let the faculty shift from an Input Based Education to an OBE, come up with a uniform OBE syllabus, develop an OBE program, and implement the program in the institution.

Dr. Purita P. Bilbao, former Dean of the College of Education (COE) of West Visayas State University (WVSU) and a member of the Commission on Higher Education (CHED) Technical Panel for Teacher Education, served as the first resource speaker. She lectured on OBE program and its benefits to the institution.

The participants were grouped according to campuses during the workshops on creating the OBE course syllabus and visualizing their ideal university graduates. The workshop was followed by the participants' presentations of their outputs.

The second resource person, Dr. Nenie M. Galedo, Supervisor for Teacher Education, CHED Region Office VI, discussed Typology and Outcomes-Based Quality Assurance.

“This seminar-workshop is in response to the advocacy of the Commission on Higher Education (CHED) on OBE. The participants are expected to reecho what they have learned to the faculty of the different colleges and campuses to be facilitated by the campus administrators and deans,” said Dr. Manuel A. Sanchez, Jr., Vice President for Academic Affairs (VPAA), in his speech.

The workshop facilitators were Josie J. Calasagsag, Charisse Jane S. Gustilo, Joanne C. Pongan, Eva C. Sonza and Ma. April Rose B. Tibudan.

University faculty and staff undergo BEST

Twenty-three faculty and staff from the four campuses of the university participated in a three-day Basic English Skills Training (BEST) on June 10 to 12, 2015.

The training, which was conducted at the Iloilo Science and Technology University (ISAT U) La Paz Campus computer laboratory room a/b, used the Advanced English Pre-employment (AdEPT) software of the IT and Business Process Association Philippines (IBPAP).

The software is used to improve the communication skills of the Filipinos in terms of Pronunciation, Grammar, and Fluency.

The said training focused on the development of the faculty and staff as a part of the company’s aim to improve the four macro-skills. It also integrated a review of College English to prepare graduates for deployment into the service industry.

Mr. Gino N. Caliwagan, the resource speaker, taught the participants steps on how to use the AdEPT software, its effect when used in a classroom and the benefits of practicing with it.

Apart from introducing the functionality of the software, the training also suggested teaching techniques to the participants such as ways on how to do the proper breathing in order to achieve proper voice modulation.

“It’s like bringing our very own speech laboratory,” said Johnna de la Torre, English Instructor of ISAT U- La Paz campus.

Mr. Caliwagan is a master trainer for the Basic English Skills Training (BEST) and AdEPT. He is also a quality analyst for the IBPAP and a part-time instructor at Asia Pacific College.

WVCST is now ISATU

The Announcement

As people filled the empty hall of the Hotel and Restaurant Technology (HRT) Service Center, hushed sounds and laughter lingered in the corners of the room. Wide and expectant smiles from the faces of the audience lightened the tension; each could no longer contain the excitement to hear the big news that would forever change the institution.

Everyone took their respective seats as the guests from the media entered the room and sat to the reserved places adjacent to the table where five of the most influential people in the institution were seated—Cong. Jerry P. Treñas, Congressman of the Lone District of Iloilo City; Dr. Raul F. Muyong, University President; Dr. Nehema K. Misola, VP for Administration and finance; Dr. Luis M. Sorolla and Dr. Renato P. Alba, former Presidents of the institution.

When the news was revealed that what has seemed to be an elusive dream of university hood has finally come true, everyone celebrated with joyful laughter. Some stood to their feet and clapped their hands while others glanced at each other with wide smiles on their faces for Western Visayas College of Science and Technology (WVCST) is now Iloilo Science and Technology University (ISAT U).

Cong. Treñas, the author of the bill, officially announced that the long awaited struggle for the name ISAT U has come to an end. Time stood still as each of the audience savored the feeling of hearing the most important news of the moment.

University hood

The college administration has completed the requirements of the Commission on Higher Education (CHED) stipulated on section 26 of the Republic Act 10595 that WVCST shall comply with the CHED requirements  in order to attain the university status.

CHED requirements were level three accreditation of at least four of the undergraduate programs, ratio of qualified full-time faculty with required degrees to students, adequate libraries and laboratories (substantially complied), research and development output of practical and commercial application to the community, relevant linkages and outreach programs that are service to the community, and relevant academic policies, systems, and processes.

Among the 12 state colleges that applied  for university status, ISAT U is the second newly converted university next to Pampanga Agricultural University formerly known as Pampanga Agricultural College (PAC).

As Dr. Misola, the over-all chairperson of the bid for university hood, took the stage, she emotionally expressed her happiness that the struggles she and the college went through during the bid for university hood which started in 2007 has finally paid off.

For Dr. Raul F. Muyong, University President, ISAT U, becoming a university is a product of hard work. “We became a university because we are very much qualified,” he added.

Plans for ISAT-U

Meanwhile, during the open forum, several questions were eagerly addressed by the members of the press to Dr. Muyong.

“We’d like ISAT U to be known as a science and technology university not only in the country but also in the ASEAN region,” said Dr. Muyong when asked about his plans for the university. With the upcoming increase in the school’s budget, the President aims to improve the facilities and increase the benefits of the members of the faculty.

Dr. Muyong will prepare the school for the upcoming K-12 implementation which will include additional programs to the university. Despite the new status, he also announced that ISAT U does not have any plans of increasing its tuition fees.

The school was formerly called the Iloilo Trade School in 1905. In 1939, it was changed to Iloilo School of Arts and Trades (ISAT). However, it was again converted to Western Visayas College of Science and Technology (WVCST) in 1983. Since the institution is popularly known as ISAT, it was decided that the name of the institution be  Iloilo Science and Technology University (ISAT U).

ASU benchmarks ISO 9001:2008 at WVCST

One-hundred one members of the faculty, staff and key officials of Aklan State University (ASU) toured the college on April 30, 2015 for the benchmarking of its International Organization for Standardization (ISO) 9001:2008 implementation.

The visitors were welcomed by the Western Visayas College of Science and Technology (WVCST) key officials in a program at the EdTech Center.

In an open forum, the visitors asked questions regarding WVCST's ISO 9001:2008 procedures such as the process of forming the Quality Management team and the cost of organizing in-house trainings. Dr. Manuel A. Sanchez, Jr., OIC-Vice President for Academic Affairs and the former Quality Management representative of the school, answered their queries.

“We spend more than Php 100, 000 for one training,” said Dr. Sanchez when asked about in-house training costs.

On the query regarding the office manuals, Dr. Sanchez explained that the office manual templates from Anglo Japanese American (AJA) Registrars especially the procedures per college are still being revised.

Dr. Sanchez also gave the visitors from ASU tips on how to organize its own Quality Management Team. He felt proud and happy that ASU recognizes the institution’s implementation of Quality Assurance.

Presently, WVCST has 11 members of the Quality Management Assurance Team with Dr. Renelda P. Nacianceno as the Quality Assurance Officer.

In May, WVCST will include its satellite campuses for the critiquing of its manual. The visitors toured the WVCST-Main campus after the short welcome and open forum.

ISO 9001:2008 is a certified quality management standard, WVCST has been an ISO certified organization since 2001.
